Me escribe Laura (su blog: “La Cascada de Babel”), comentado una excelente imagen aquí publicada. Sus bien escritas y pensadas palabras me llegan al alma… y las agradezco. Me gustan tanto que no puedo menos que reproducirlas en una nueva entrada:
Muy bueno, sí señor… He llegado a tu blog por casualidad y te felicito: hay pocos no-discapacitados con tu sensibilidad. Soy discapacitada, licenciada universitaria y bibliotecaria en un centro de documentación sobre discapacidad en Galicia y te aseguro que las barreras más difíciles de salvar son las mentales. Y esas, de momento, no se superan con salvaescaleras, porque están atornilladas con prejuicios.

La Convención de la ONU sobre Derechos de las Personas con Discapacidad (Nueva York, 13 de diciembre de 2006) fue ratificada por España y ha entrado en vigor el pasado sábado 3 de mayo. Hasta ahora ha sido ratificada por una veintena de países.
La ministra de Educación, Política Social y Deporte, Mercedes Cabrera, ha dicho que “España ha impulsado [este Convenio] desde el primer momento” y que “supone un paso de gigante para el reconocimiento y el ejercicio de los derechos de las personas con discapacidad”.
Os invito a leer la Convención, pero destaco el párrafo 1 de su artículo 9 (Accesibilidad):
“A fin de que las personas con discapacidad puedan vivir en forma independiente y participar plenamente en todos los aspectos de la vida, los Estados Partes adoptarán medidas pertinentes para asegurar el acceso de las personas con discapacidad, en igualdad de condiciones con las demás, al entorno físico, el transporte, la información y las comunicaciones, incluidos los sistemas y las tecnologías de la información y las comunicaciones, y a otros servicios e instalaciones abiertos al público o de uso público, tanto en zonas urbanas como rurales. Estas medidas, que incluirán la identificación y eliminación de obstáculos y barreras de acceso, se aplicarán, entre otras cosas, a: […]”
Añado la Convención a la página de legislación, pero mucho me temo que nuevamente, fallaremos en su aplicación. Si es el caso, no te cortes y denúncialo en tu Ayuntamiento (defensa del consumidor) o en el Defensor del Pueblo.

A través de Wired, me entero de que el robot “Asimo” de Honda puede haber servido para algo más que protagonizar simpáticas escenas en ferias tecnológicas.
Vamos a la noticia: Honda ha presentado el prototipo de un asistente robotizado para la marcha, un caminador robótico. Pensado para personas con problemas de movilidad, este invento parte de los conocimientos sobre la marcha y el equilibrio adquiridos con el robot Asimo, y aplicando su tecnología.
El sistema pesaría menos de 3 kg, tendría una autonomía de 2 horas y que se fabricaría con varias medidas para adaptarse en lo posible a cada usuario. Indudablemente, que una megaempresa como Honda con sus conocimientos, recursos y experiencia se ponga a trabajar en esta prometedora línea es una gran noticia. Sólo me quedaría invitar a mis amigos de Incisa a que siguieran este tema: puede ser el futuro de los salvaescaleras.

La Fundación Privada para la Atención a Personas Dependientes de Cornellá (un municipio cercano a Barcelona) ha puesto en marcha un servicio de sillas móviles - orugas para ayudar a subir y bajar las escaleras a personas con movilidad reducida. El servicio, que se complementa con otro de entrega de compras a domicilio, espera asistir a 400 personas. Según la noticia original, en Cornellá hay unos 3.000 pisos en inmuebles sin ascensor y en los que no siempre es posible instalar uno.
Me parece una excelente idea, pues puedo imaginar que en muchos de esos inmuebles, y no sólo de Cornellá sino en toda España, son antiguos o bien están habitados por personas de bajos ingresos. Ver, por ejemplo, esta noticia de “Desde mi silla de ruedas” en la que propia Junta de Andalucía incumple su normativa en un inmueble de su propiedad habitado por una persona de movilidad reducida.
¡A ver si los Ayuntamientos, Comunidades y Administraciones toman nota!

Me escribe Ana. Su madre se ha caído en la rampa de acceso a un super de Málaga, por carecer ésta de barandilla. El super no quiere saber nada y ella me pregunta si la barandilla es obligatoria o no.
Unas ideas básicas:
- La obligatoriedad, elementos que los constituyen y modalidad del “itinerario adaptado” depende del lugar público: tipo o uso del establecimiento, superficie de éste,…
- Prácticamente todo esté regulado: longitudes y pendientes máximas de las rampas, obligación de elevadores para personas de movilidad reducida en ciertos establecimientos por su tipo o características, elementos de seguridad, señalización del “itinerario adaptado”,…
- En todo caso, las barandillas SON obligatorias en las rampas
¿Qué me queda claro tras leerme la normativa de aplicación técnica andaluza y ver por contra el día a día? Que NADIE cumple con la LEY. Y que, por tanto, o cambiamos la ley, y que los políticos no se llenen tanto la boca con lo que “hicieron” durante su mandato, o que se cumpla de forma rigurosa. No nos callemos: denunciemos a nuestro ayuntamiento, a la Oficina de Información al Consumidor, los incumplimientos que vayamos detectando.
