Me escribe Laura (su blog: “La Cascada de Babel”), comentado una excelente imagen aquí publicada. Sus bien escritas y pensadas palabras me llegan al alma… y las agradezco. Me gustan tanto que no puedo menos que reproducirlas en una nueva entrada:
Muy bueno, sí señor… He llegado a tu blog por casualidad y te felicito: hay pocos no-discapacitados con tu sensibilidad. Soy discapacitada, licenciada universitaria y bibliotecaria en un centro de documentación sobre discapacidad en Galicia y te aseguro que las barreras más difíciles de salvar son las mentales. Y esas, de momento, no se superan con salvaescaleras, porque están atornilladas con prejuicios.

De acuerdo con la normativa aprobada por la Comisión Europea, todos los aeropuertos del continente ponden en marcha el próximo 26 de julio un servicio de atención a los pasajeros con movilidad reducida. En nuestro país, la responsabilidad de dicho servicio es de Aeropuertos Españoles y Navegación Aérea (AENA).
En los aeropuertos españoles esta nueva medida comunitaria dará servicio a los pasajeros privados de cualquier movilidad, que deben ser acompañados a su asiento y necesitan ayuda personal completa, a los pasajeros que necesitan ayuda durante el traslado entre la aeronave y la terminal, pero que son autosuficientes para embarcar y desplazarse dentro del avión y también a los personas con discapacidad visual y auditiva.
Según las notas de las agencias, “Para poder tener acceso a este nuevo servicio hay que solicitarlo, al menos con 48 horas de antelación, y necesariamente al hacer la reserva o adquirir el billete (??? No lo entiendo). Se puede solicitar este servicio a través del teléfono 902 404 704 o a través de la web www.aena.es pero siempre con 48 horas de antelación, porque, si no es así, no se garantiza la prestación del servicio.
El día del viaje, la persona que lo ha solicitado tiene que acudir al punto de encuentro “Sin barreras” a la hora acordada, y si no se ha fijado hora, como mínimo, dos horas antes de la hora de salida programada. La localización de estos puntos de encuentro figura en la web de AENA. Una vez situado en el punto de encuentro, el usuario de este nuevo servicio debe pulsar un intercomunicador y esperar a que el personal autorizado le recoja.
La persona que ha solicitado este servicio será atendida y acompañada durante el proceso de facturación y en los controles de seguridad, hasta su asiento en el avión. Asimismo, AENA asegura que se le ayudará con su equipaje personal. También se la prestará ayuda en el desembarco y en la recogida del equipaje.”
No sé, no sé, sabiendo cómo funcionaba hasta ahora y las barreras arquitectónicas de los aeropuertos (el de Málaga es un auténtico horror), incluso los más modernos, tengo mis dudas sobre cómo funcionará la medida.

La Fundación Universia (creo que dependiente en buena medida del Banco Santander), convoca las becas “Capacitas”.
Este programa persigue que puedan acceder y progresar con normalidad en su proceso de formación académica universitaria las personas con capacidades distintas de las normales, contribuyendo a hacer efectivo el principio de igualdad. Las becas se refieren a enseñanzas universitarias de grado y pueden alcanzar hasta la finalización de estudios.

Como andaluz, siento vergüenza propia: sólo las playas de los municipios de Adra, Almería, Carboneras, El Ejido, Garrucha, Mojácar, Nijar y Roquetas del Mar (Almería), Chipiona, Tarifa, Barbate, Conil de la Frontera, Vejer de la Frontera y San Fernando (Cádiz), Motril (Granada), Almonte, Ayamonte, Isla Cristina y Lepe (Huelva), Málaga, Torremolinos, Torrox, Estepona, Fuengirola (Málaga) cuentan con algún servicio para personas de capacidades distintas de las consideradas normales.
Con diferencia, y con relación a su población y turismo, no hay duda de que Almería es la provincia andaluza con mayor sensibilidad hacia el problema. ¡Bien por Almería! Y que aprendan los ayuntamientos de la “Costa del Golf”: no sólo de campos vivimos las personas.

La Convención de la ONU sobre Derechos de las Personas con Discapacidad (Nueva York, 13 de diciembre de 2006) fue ratificada por España y ha entrado en vigor el pasado sábado 3 de mayo. Hasta ahora ha sido ratificada por una veintena de países.
La ministra de Educación, Política Social y Deporte, Mercedes Cabrera, ha dicho que “España ha impulsado [este Convenio] desde el primer momento” y que “supone un paso de gigante para el reconocimiento y el ejercicio de los derechos de las personas con discapacidad”.
Os invito a leer la Convención, pero destaco el párrafo 1 de su artículo 9 (Accesibilidad):
“A fin de que las personas con discapacidad puedan vivir en forma independiente y participar plenamente en todos los aspectos de la vida, los Estados Partes adoptarán medidas pertinentes para asegurar el acceso de las personas con discapacidad, en igualdad de condiciones con las demás, al entorno físico, el transporte, la información y las comunicaciones, incluidos los sistemas y las tecnologías de la información y las comunicaciones, y a otros servicios e instalaciones abiertos al público o de uso público, tanto en zonas urbanas como rurales. Estas medidas, que incluirán la identificación y eliminación de obstáculos y barreras de acceso, se aplicarán, entre otras cosas, a: […]”
Añado la Convención a la página de legislación, pero mucho me temo que nuevamente, fallaremos en su aplicación. Si es el caso, no te cortes y denúncialo en tu Ayuntamiento (defensa del consumidor) o en el Defensor del Pueblo.
