La Fundación Privada para la Atención a Personas Dependientes de Cornellá (un municipio cercano a Barcelona) ha puesto en marcha un servicio de sillas móviles - orugas para ayudar a subir y bajar las escaleras a personas con movilidad reducida. El servicio, que se complementa con otro de entrega de compras a domicilio, espera asistir a 400 personas. Según la noticia original, en Cornellá hay unos 3.000 pisos en inmuebles sin ascensor y en los que no siempre es posible instalar uno.
Me parece una excelente idea, pues puedo imaginar que en muchos de esos inmuebles, y no sólo de Cornellá sino en toda España, son antiguos o bien están habitados por personas de bajos ingresos. Ver, por ejemplo, esta noticia de “Desde mi silla de ruedas” en la que propia Junta de Andalucía incumple su normativa en un inmueble de su propiedad habitado por una persona de movilidad reducida.
¡A ver si los Ayuntamientos, Comunidades y Administraciones toman nota!

¡Qué buenos son todos los partidos cuando se trata de ir a las urnas! Pero es un poco cínico por parte del PSOE poner a una persona mayor, con problemas de movilidad, a subir todo un buen tramo de escaleras para llegar al colegio electoral.

Dos ideas a vuelapluma:
- Tradicionalmente, muchos colegios electorales no cumplen la OBLIGACION de estar adaptados. ¿Cómo piden los partidos que les voten si muchas personas no pueden físicamente acceder al colegio? ¿Los apartamos de hecho, cual parias, y que voten por correo?
- El lugar donde se rodó el spot, un lugar público, en concreto la Escuela de Ingeniería de Tarrasa, aparentemente no cuenta con los elementos legales obligatorios sobre barreras arquitectónicas. ¿Es que no hay estudiantes con problemas de movilidad allí? ¿Son esos mismos ingenieros que allí se forman los que luego han de proyectar obras e instalaciones que cumplan la normativa?
- ¿Tanto cuesta un salvaescaleras como para que, al menos en los locales e instalaciones de las distintas administraciones no hubiera problemas de accesibilidad?

Me escribe Ana. Su madre se ha caído en la rampa de acceso a un super de Málaga, por carecer ésta de barandilla. El super no quiere saber nada y ella me pregunta si la barandilla es obligatoria o no.
Unas ideas básicas:
- La obligatoriedad, elementos que los constituyen y modalidad del “itinerario adaptado” depende del lugar público: tipo o uso del establecimiento, superficie de éste,…
- Prácticamente todo esté regulado: longitudes y pendientes máximas de las rampas, obligación de elevadores para personas de movilidad reducida en ciertos establecimientos por su tipo o características, elementos de seguridad, señalización del “itinerario adaptado”,…
- En todo caso, las barandillas SON obligatorias en las rampas
¿Qué me queda claro tras leerme la normativa de aplicación técnica andaluza y ver por contra el día a día? Que NADIE cumple con la LEY. Y que, por tanto, o cambiamos la ley, y que los políticos no se llenen tanto la boca con lo que “hicieron” durante su mandato, o que se cumpla de forma rigurosa. No nos callemos: denunciemos a nuestro ayuntamiento, a la Oficina de Información al Consumidor, los incumplimientos que vayamos detectando.

Yo tengo la “suerte” de que el salvaescaleras que usa mi esposa está dentro de mi casa. Es como el de la foto (aunque mi casa no es tan moderna, mi mujer es más guapa 
).
Hace años, vivíamos en la calle Zegrí, en el centro de Málaga y todavía se me ponen los pelos de punta cuando recuerdo las reuniones de vecinos de la escalera. Acabo de encontrar reproducida esta estrambótica acta sobre la colocación de un salva escaleras en vestíbulo de una comunidad. ¡No me extraña que hasta se vuelvan majaras los (no tan) pobres administradores!

Carlos Rosa, profesor de Urbanística III de la Escuela de Arquitectura de la Universidad de Málaga ha llevado a cabo una curiosa práctica ensu asignatura. Durante la misma, sus alumnos se han enfrentado a la ciudad desde una silla de ruedas, con muletas o con los ojos tapados como los invidentes, experimentando las limitaciones que sufren los discapacitados y personas de movilidad reducida por motivos arquitectónicos.
Los problemas detectados han sido de tres tipos:
- Arquitectónicos: Bordillos sin vados, aceras demasiado estrechas, escaleras sin rampas, sin protecciones o con rampas excesivamente inclinadas.
- De conservación: Pavimento irregular o en mal estado.
- De accesibilidad: mobiliario urbano en mitad de la calle, comercios y locales públicos con accesos sin adaptar, pasos de peatones sin avisador acústico, coches aparcados sobre la acera.
Los futuros arquitectos han fotografiado todas las barreras, espero que para poder diseñar en el futuro una ciudad sin trabas, para todos.
